Every city here is its own permitting jurisdiction with its own counter, its own plan-check clock, and its own rules about what you can build and how tall. Pick your city for the local detail.

Active service areas

  • Harbor City — our headquarters since 1978. Permits run through LADBS, not a standalone city department.
  • Torrance — the largest South Bay city and its own jurisdiction. Fully digital plan check since January 2026.
  • Manhattan Beach — strict design review, sand-section footings, and a six-to-ten-week plan check.
  • Redondo Beach — King Harbor to the Riviera hillside, with off-street parking required for every new bedroom.
  • Hermosa Beach — tight coastal lots and high-end renovation.
  • El Segundo — aerospace-corridor commercial work and Smoky Hollow adaptive reuse.
  • Palos Verdes Estates — Art Jury review, hillside geology, and the longest approval timeline in the South Bay.
  • Rancho Palos Verdes — peninsula hillside construction and landslide-overlay conditions.
  • Rolling Hills Estates — contract city: Willdan plan check, Planning Commission review for every second story, view-preservation rules.
  • Rolling Hills — gated; City, RHCA Architectural Committee, and LA County Building & Safety approvals before any work starts.
  • San Pedro — port-adjacent commercial and historic residential restoration.
  • Los Angeles — adaptive reuse and commercial construction across the wider city.
