Why rancho palos verdes adu

Rancho Palos Verdes ADU contractor — design for the hill, permit for the city

If you're searching for an ADU builder in Rancho Palos Verdes, two local facts shape everything: the city's 16-foot height limit and its landslide regulation area. DECOMA designs, permits, and builds accessory dwelling units across Miraleste, Eastview, Golden Cove, Ladera Linda, and Mira Catalina with one licensed team — and the first thing we do on any RPV lot is tell you honestly which rules apply to it.

The landslide question comes first

Under the landslide regulation ordinance RPV adopted on 19 August 2025, new residential construction — expressly including additions — is prohibited in the covered zones: Portuguese Bend, the Zone 2 Monks and Non-Monks lots, and the properties added in 2025. Owners there may replace, restore, and repair development within its existing footprint, and a parcel can apply for exclusion through a defined process with strict criteria. Everywhere else in the city, ADUs are buildable. That is why our feasibility walk starts with the map, not the floor plan — five minutes of parcel screening saves owners months of drawing something the city cannot approve.

How much does an ADU cost in Rancho Palos Verdes?

The honest answer: it depends on what you build and what your slope demands. A garage-conversion ADU, a detached new-build, and a junior ADU carry different price tags, and on Peninsula hillsides the geotechnical report, foundations, and drainage do real work in the budget. We don't quote a number before we've walked the lot — on the free consult you get an honest range and a design that works backward from it.

Types of ADUs we build

  • Garage conversion — reuses existing square footage; sidesteps the height and view questions entirely, and is frequently parking-exempt.
  • Junior ADU (JADU) — up to 500 sq ft within the existing home.
  • Detached ADU — a standalone unit designed under the 16-foot limit; state law generally allows up to 800 sq ft regardless of lot coverage limits.
  • Attached ADU — added onto the house where that suits the lot's slope better.

ADU rules in RPV — 16 feet, views, and geology

RPV's single-family height limit is 16 feet by right; taller needs a Height Variation Permit, which is not a path an ADU wants to depend on. The same number answers the view question: under Proposition M, the city's view-preservation law, a structure below 16 feet does not block a protected view. So we design RPV ADUs single-story and low — the lot's slope, not the code, becomes the real design driver. On typical 13,000-square-foot RPV lots there is usually room; what decides placement is the geology. This is active-landslide country, and a geotechnical investigation is the starting point of an RPV project, not a late step.

The RPV permit process

RPV is one of the few cities that publishes its plan-check windows: the first submittal takes up to 10 business days once the project status is accepted, and subsequent submittals up to 5. Review is performed by Transtech, the city's third-party plan-check service, with corrections and approvals by email; submittal runs through the city's online portal. Building & Safety is at 30940 Hawthorne Blvd, (310) 544-5280 — Monday–Thursday 7:30am–5:30pm, Friday 7:30am–4:30pm, closed 12:00–1:00pm daily. Why DECOMA for your RPV ADU

The expensive failures on Peninsula ADUs happen where design meets geology and where drawings meet the landslide map. Because the people who draw your ADU are the people who build it, those gaps close: one contract, one schedule, one CSLB Class A/B license (#375508). Our Peninsula work runs from the South Shores Home in Rolling Hills Estates to the ground-up Valmonte Home in Palos Verdes Estates, and the same team serves the rest of Rancho Palos Verdes, Palos Verdes Estates, and San Pedro.

Start with a free consultation — and if you're not sure whether your parcel touches the landslide regulation area, that's exactly the question to bring.

How we run it

Scope to sign-off.

  1. 01

Free ADU feasibility & lot walk

In RPV the first question isn't design — it's whether your parcel sits inside the landslide regulation area, where new residential construction is prohibited. We check that, the 16-foot height limit, view exposure, setbacks, and slope on the lot walk, and give you a straight answer before you pay for anything.

  2. 02

    Design, plans & RPV permits

Construction documents drawn to RPV conventions and submitted through the city's plan-check portal, where review is performed by Transtech, the city's third-party plan-check service. First submittal review takes up to 10 business days once accepted, and subsequent submittals up to 5 — we run the corrections cycle by email as the city does.

  3. 03

    Build & certificate of occupancy

Foundation, frame, MEP, and finishes self-performed under our Class A/B license, with the geotechnical and drainage work Peninsula hillsides demand engineered rather than assumed. Typically 5–9 months on site, ending in final inspection and certificate of occupancy.

FAQ

Common questions.

Can I build an ADU in the Portuguese Bend landslide area?
In the covered zones, no new residential construction is allowed. Under the landslide regulation ordinance the city adopted on 19 August 2025, new residential construction — including additions — is prohibited in Portuguese Bend, the Zone 2 Monks and Non-Monks lots, and the properties added in 2025. What remains permitted there is replacing, restoring, and repairing development within its existing footprint. Everywhere else in RPV, ADUs are buildable — which is why the parcel check comes first.
How tall can my Rancho Palos Verdes ADU be?
RPV's single-family height limit is 16 feet by right — anything taller needs a Height Variation Permit. That limit does most of the design work for you: RPV ADUs are single-story by nature, and a structure below 16 feet does not block a protected view under Proposition M, the city's view-preservation law. We design to clear both rules from the first sketch.
How long does RPV plan check take for an ADU?
RPV publishes its windows, which is rare and welcome: the first plan-check submittal takes up to 10 business days once the project status is accepted, and subsequent submittals and revisions up to 5 business days. Review is performed by Transtech, the city's third-party plan-check service, with corrections and approvals sent by email. Typical overall plan-check runs 2–4 weeks when the package is clean.
How much does an ADU cost in Rancho Palos Verdes?
It depends on what you build and where — a garage conversion, a detached new-build, and a junior ADU are different projects, and on a Peninsula hillside the geotechnical and drainage scope moves the number in ways a flatland quote never captures. We don't quote a figure before we've walked the lot. On the free consult you get an honest range.
Where do RPV permits get filed?
Building & Safety is at 30940 Hawthorne Blvd, (310) 544-5280 — open Monday to Thursday 7:30am–5:30pm and Friday 7:30am–4:30pm, closed 12:00–1:00pm daily. Plan check submits through the city's online portal, and inspection requests run through (310) 544-5279. We file, track, and carry the corrections cycle for you.
Do you do garage-conversion ADUs and junior ADUs (JADUs) in RPV?
Yes — and on many RPV lots they're the smart answer: a garage conversion reuses existing square footage without touching the height or view questions at all, and a junior ADU of up to 500 square feet fits within the home. We also build detached ADUs where the lot supports one. We pick the type on the lot walk.
