We get the same call every spring in Torrance. Homeowner wants a heat pump or a Level 2 EV charger installed before the summer heat hits. The existing 100A panel is full, and the AC contractor already told them they need a service upgrade first.
The house is usually in Old Torrance or West Torrance, built between 1948 and 1972, with a Zinsco or original Federal Pacific panel bolted to the stucco. The load calc is not close. Add a 40A EV circuit and a heat pump condenser to a maxed-out 100A service and the math per CEC Article 220 does not pencil.
This post walks through what a Torrance panel upgrade actually takes, week by week, and why the AC-plus-insulation rush every June creates a bottleneck at Edison's residential planning desk.
The real timeline is 8 to 14 weeks, not 3 days
A panel swap sounds like a one-day job. The electrical work itself often is. Everything before and after is what stretches the calendar.
Our published range for electrical scope is 1 to 6 weeks for design and permit. A panel upgrade sits at the long end of that when Edison is involved. The frequent pitfall we warn every client about is "Edison panel-upgrade lead time — application to energization commonly 8–14 weeks; coordinate early." That is the number that governs the whole project, not the Torrance permit.
Start the Edison application the same week you start the permit drawing. If you wait for the city to approve plans before you contact Edison, you have already lost a month.
Week 1 to 2: load calc and permit application
The load calculation is the first thing that has to be right. Main breaker rating is not the same as available capacity. A 100A main with 95A of connected demand cannot swallow another 40A circuit, and no inspector is going to sign off on the math regardless of what the label on the panel says.
We run the calc per CEC Article 220, which covers service entrance requirements including 200A typical for new construction. Most Torrance upgrades land at 200A. A few larger Hollywood Riviera custom homes need 400A, especially with a pool, spa, EV charger, and all-electric kitchen on the same service.
Torrance permit fees for a straight panel upgrade are published as "$190 + inspection" on the city fee schedule. Verify the current number at the counter, since fees adjust annually. The Building Division at 3031 Torrance Blvd is open Mon–Thu 7:30am–5:30pm and alternate Fridays.
Week 3 to 7: Torrance plan check
Torrance publishes a typical plan check window of 3 to 7 weeks. For a residential panel upgrade with a clean single-line diagram and load calc, we usually see the short end of that range. Expedited review is available if you have a hard scheduling constraint, like a heat pump install already booked.
What slows plan check down:
- knob-and-tube or aluminum branch-circuit wiring called out in the site photos triggers additional scope review
- service entrance routing that changes from overhead to underground pulls Edison into the review loop
- houses in the Hillside Overlay in Hollywood Riviera or Madrona pick up extra setback and height checks even for a subpanel on an exterior wall
- undersized grounding electrode conductor on the existing service is a common redline
The single biggest reason we see plans bounce back is the load calc leaving out future-load provisions. Title 24 Part 6 §150.0 requires EV-ready infrastructure on new residential, and inspectors read that intent into major service upgrades too.
Week 4 to 12: Edison service coordination
Edison Rule 16 governs service upgrade triggers, transformer capacity, and service drop coordination. This is where most homeowners get surprised.
If you are going from 100A to 200A on an overhead service, Edison often just re-terminates at the weatherhead and you are done in a few hours after energization is scheduled. If you are going to 400A, or converting overhead to underground, or the transformer on your block does not have capacity for your new load, the project changes character. Now there is a planner assigned, a design fee, potentially a transformer upgrade, and a trench.
We start the Edison application in parallel with the city permit for exactly this reason. On our Blair House project in Torrance we had the Edison application in before the framing plans were even redlined, and it still landed on the critical path.
The AC and insulation season problem
Every year from late May through July we see the same pattern. HVAC contractors book out. Insulation crews book out. Homeowners who wanted a heat pump before the July heat wave discover in April that their panel cannot support the new equipment, and now they are trying to squeeze an 8-to-14-week Edison lead time into a 6-week window.
If you are considering AC upgrades, attic insulation, or a heat pump swap this year, the panel conversation needs to happen in February or March. Not June.
A 200A upgrade opens up capacity for a heat pump condenser, a Level 2 EV circuit at 40A or 50A 240V, and an induction range without maxing out the service. That combination is what most Torrance remodels are heading toward, and the sequence has to be panel first, mechanical second.
What we specify
For residential panels in the South Bay we default to Square D QO or Eaton CH. Both have strong local parts availability, and inspectors know them. Copper THHN branch-circuit conductors, aluminum SE cable for the service entrance over 100A, and GFCI or AFCI breakers per CEC on kitchens, baths, garages, bedrooms, and outdoor circuits.
We run our electrical work in-house rather than handing it off. CSLB Class A plus Class B means the panel upgrade gets sequenced against framing, drywall, and finish schedules by the same team. That matters most on projects like Marcelina Lofts where the electrical rough-in has to thread through structural work already committed.
FAQ
Can I add an EV charger without upgrading my panel? Sometimes. If the load calc per CEC Article 220 shows headroom, a 40A circuit fits on the existing service. Most Torrance homes built before 1980 with a 100A panel do not have that headroom once you add anything else.
Does Torrance require expedited plan review for a panel upgrade? No, but it is available. Standard review runs 3 to 7 weeks per the city's published timeline. Expedited is worth asking about if you have a locked-in HVAC or Edison date.
What triggers an Edison service upgrade beyond just a bigger panel? Going from overhead to underground, exceeding transformer capacity on your block, or moving the service location. Any of those pulls Edison Rule 16 into the project and adds weeks.
Do I need a permit to replace a single outlet or breaker? A single like-for-like device swap generally does not require a permit. Anything beyond that, including subpanel work, feeder changes, or new circuits, requires a Torrance electrical permit.
Why does the panel have to come before the AC install? Because the AC condenser is a new load, and if the panel cannot support it the inspector will not sign off on the mechanical permit. Sequence is panel upgrade, then Edison energization, then AC install.
