Electrical Service Upgrade Timeline in Redondo Beach

How long does a 200A panel upgrade actually take in Redondo Beach? Here is the honest week-by-week breakdown — plan check, Edison scheduling, and the pitfalls that stretch a 3-week job into a 3-month job.

Every week we get a call from a Redondo Beach homeowner who wants a Level 2 EV charger installed by the end of the month. Half the time the existing panel is a 100A original from 1968, still sitting on the stucco under a bougainvillea near the King Harbor breeze. That panel cannot carry a heat pump, an induction range, and a 40A EV circuit at the same time. So the conversation shifts from "install a charger" to "upgrade the service."

The upgrade is not hard work. What stretches the timeline is the coordination between the city permit desk at 415 Diamond Street and Southern California Edison. This post walks through the realistic weeks, from the first site visit to the inspector signing the final card.

Week 0: Load Calc and Scope

Before anything gets filed, we run a load calculation per CEC Article 220. The main breaker rating on your existing panel is not the number that matters. What matters is the calculated demand from every fixed appliance, plus the general lighting load, plus any new circuits you are planning.

In a typical South Redondo bungalow with a planned EV charger and a future heat pump, the calc usually lands between 150 and 190 amps of demand. That puts you at a 200A service, which is the standard we spec for new residential per CEC Article 230. If the house is larger or the client wants a full electric conversion with two EV chargers, we go to 400A.

Week 1 to 2: Permit Submittal and Plan Check

Redondo Beach lists a 4-to-8 week typical plan check window for larger projects. A straight service upgrade is on the shorter end of that. For a simple panel swap with no service relocation, we usually see plan check clear in 1 to 2 weeks over the counter or through the online portal.

If you are moving the service location, running a new underground feed, or upsizing to 400A, expect the full 4 to 8 weeks. The building department is open Monday through Thursday 7:30am to 5:30pm and alternate Fridays, so plan your submittal around that schedule. The plan check fee for a straight electrical panel upgrade in Redondo Beach is listed at "$200 + inspection" on the current fee schedule.

Week 2 to 10: Edison Coordination

This is the part nobody warns you about. Once the permit is issued, we submit a service planning application to Southern California Edison under Edison Rule 16. For a like-for-like 200A overhead upgrade, Edison scheduling is usually 4 to 6 weeks.

For anything that requires a new transformer tap, an underground conversion, or a service point relocation, we routinely see 8 to 14 weeks. That is not a DECOMA number. That is the current South Bay reality on the residential planning desk.

The lesson: file with Edison the same day the city issues the permit. Do not wait for materials to arrive. Do not wait for the client to pick a panel color.

Week 10 to 11: Installation and Inspection

Actual field work on a 200A residential upgrade is 1 to 2 days. Set the new meter socket and panel, pull the SE cable, land the feeders, transfer the branch circuits, and coordinate the Edison disconnect and reconnect. On an occupied house we schedule the power-off window for a single business day.

The city inspection happens the same day or the next business day. Once the inspector signs the meter release, Edison energizes the new service. If the panel is in the same location and the meter socket passes, energization is often within 24 to 48 hours of the inspection sign-off.

Where Timelines Break

Four things stretch a clean 6-week job into a 12-week job. Knowing them ahead of time is the whole game.

  • Pre-1970 branch wiring. Knob-and-tube or aluminum branch-circuit wiring in older Hollywood Riviera and North Redondo homes will trigger insurance and inspection issues during the upgrade. The inspector will flag it, and you cannot land those conductors in a new panel without addressing them.
  • Service relocation. Moving the meter from the side yard to the garage adds a trench, a new mast, and a full Edison redesign. Add 4 to 8 weeks.
  • Undersized service drop. Edison may determine that the transformer serving your block cannot support the upsized load. That triggers a transformer upgrade on their side, which is a separate schedule outside our control.
  • Coastal corrosion. Near the harbor and pier, salt air is moderate to high. We spec stainless hardware and aluminum enclosures where exposed, per the same corrosion practices we use on projects like the Broadway Lofts restoration.

What This Looks Like on a Real Job

On the South Redondo Triplex we ran three separate service upgrades because each unit needed its own meter and disconnect. Filed permits on a Monday, cleared plan check in 9 days, Edison scheduled the cutover 6 weeks later, and all three units were energized on the same Friday morning. That was a clean job because we filed the Edison application the same day the permits were issued.

On another Riviera home, the client wanted a 400A service to feed a future ADU, a pool heater, and two EV chargers. That job took 14 weeks from load calc to energization, entirely because Edison had to upgrade the transformer on the pole. Nothing we could do to accelerate that side.

FAQ

Q: Can I just add an EV charger to my existing 100A panel? A: Sometimes, but only after a load calc per CEC Article 220. The main breaker rating is not the available capacity. If the calc shows you are already at 85% of demand, adding a 40A EV circuit is not code-compliant and will fail inspection.

Q: How much of the timeline is the city versus Edison? A: On a straight upgrade, the city is 1 to 2 weeks and Edison is 4 to 14 weeks. Edison is the bottleneck almost every time.

Q: Do I need a permit to swap a panel like-for-like? A: Yes. Any panel replacement is a permitted job in Redondo Beach. The fee is listed as "$200 + inspection" on the current schedule.

Q: Can I stay in the house during the upgrade? A: Yes. Power is off for the working day only, usually 6 to 8 hours. We schedule the outage with Edison in advance and coordinate around the client's needs.

Q: What about EV-ready requirements on new construction? A: Title 24 Part 6 §150.0 requires one EV-ready space per dwelling in new residential. That means conduit, a dedicated circuit run, and panel capacity — not necessarily the charger itself. We build it in from day one.
