We get calls about Manhattan Beach ADUs every week. Most owners have already read the state law and think the path is clear. Then we walk the lot and find the four things that actually stop these projects.
Manhattan Beach lots average around 5,400 square feet. That means the ADU is usually going in a tight rear yard, often on sand, often on a sewer line the original builder ran in 1948. The 30-ft height limit and 30% lot coverage cap are the easy constraints to check. The harder stuff is buried.
This post covers the four pitfalls we see most often. If you can answer for all four before you hire a designer, you save yourself a redesign cycle at plan check.
Sewer Lateral Capacity Is Usually the Gating Factor
Older South Bay homes have a 3" cast iron lateral running from the house to the city main. Add a new ADU with a kitchen, a bathroom, and a laundry, and you have added fixture units the original pipe was never sized for.
We open the cleanout and camera the line before we do anything else. On a Sand Section teardown last year the lateral was so corroded we could see the sand through it. That job needed a full replacement to the street before the ADU could tie in.
Budget for the possibility. If the camera comes back clean, great. If not, you are trenching to the property line and coordinating with Public Works.
Setbacks Are Not What Your Zoning Map Says
State ADU law overrides local setback rules for most detached ADUs. You get a 4-ft rear and side setback from the property line, and a 4-ft separation from the existing house, per Gov Code 65852.2. Manhattan Beach cannot make you go bigger.
But the 4-ft separation from the existing structure catches people. Owners want the ADU tucked against the garage or breezeway-connected to the main house. The moment you attach it, you are no longer under detached ADU rules, and Ch 11A accessibility can trigger.
We usually recommend keeping the 4-ft gap and treating the ADU as fully detached. Simpler permit path, cleaner construction sequence.
Fire Sprinklers Follow the Primary House
If the main residence has fire sprinklers, the ADU needs them too. If the main house does not, the ADU generally does not either. This is a simple rule that trips up owners who did a major remodel five years ago and forgot they had sprinklers installed as part of that scope.
Check your as-builts. Walk the attic. Look for the riser in the garage. If sprinklers are there, the ADU scope now includes a sprinkler design, a separate permit, and a specialty sub.
That adds four to six weeks to the schedule and pulls in another inspector. Not a dealbreaker, but you want to know on day one, not at plan check.
Edison Panel Capacity Is the Hidden Electrical Cost
New ADUs almost always spec a heat pump, an induction cooktop or electric range, and an EV charger. That load stack usually pushes the existing service past what a 100A or 125A panel can handle.
We plan for a 200A upgrade on almost every ADU project. Southern California Edison has to coordinate the service change, and their scheduling window is not fast. The Manhattan Beach fee for the panel upgrade permit is $220 plus inspection, which is the small part. The Edison coordination is what drives the timeline.
Get the panel evaluated during design, not after framing. If you need a new meter socket location, that decision affects the ADU siting.
The Permit Path and Fees
Manhattan Beach quotes 6 to 10 weeks for plan check on typical residential submittals. ADUs sometimes move faster because the state has statutory review deadlines, but you should still plan for the full window.
The city's ADU permit fee is $2,400 base, with the $1,800 school fee waived per state law. That is the city number. It does not include the school fee waiver paperwork, MEP permit fees, or the Edison coordination cost for a service upgrade.
Total project timeline runs 16 to 28 weeks from permit issuance to final, depending on scope and sub availability. If someone quotes you 12 weeks, ask what they are leaving out.
Coastal Construction Details That Matter
Manhattan Beach west of Sepulveda sits in Exposure D wind zone per ASCE 7. That means increased framing connectors, stronger hold-downs, and a stricter engineering review. Your structural cost is not the same as a job two miles inland.
Salt air corrosion is the other coastal reality. We spec marine-grade stainless fasteners on exterior work and Galvalume for any exposed metal. Standard galvanized rusts out fast this close to the water. Hardie panel siding holds up well; we use it on most coastal ADUs along with TPO single-ply for the roof.

FAQ
Can I convert my garage to an ADU and skip most of these issues?
Garage conversions have their own headaches. You still need to solve sewer capacity and panel capacity. You also lose your off-street parking, which Manhattan Beach requires for new bedrooms in the primary house. Read the parking rule before you commit.
Do I need an architect for a small ADU?
Not always. We do in-house design for ADUs under 1,200 sqft, so there is no separate architect retainer on those projects. For larger scopes or Hill Section builds with design review, a licensed architect is usually the right call.
How long does the sewer camera inspection take?
Half a day. We pull the cleanout cap, run the camera to the main, and get you a video file. If we find a break or heavy corrosion, we can quote the repair off the same visit.
Can I sell the ADU separately from my house?
AB 1033 from 2024 allows ADU sale as a condo separately from the primary, but the city has to opt in and set up the condo map process. Check current Manhattan Beach status with the Community Development Department before you plan around it.
What is the single best thing I can do before calling a contractor?
Pull your panel cover and read the main breaker rating. Find your sewer cleanout. Look at your as-builts for a sprinkler riser. Those three data points let us give you a real answer on the first walk instead of a guess.
