Manhattan Beach ADU plan check runs 6 to 10 weeks at 1400 Highland Ave. That is real time on the calendar, not a marketing estimate. Most of the correction letters we see come back on the same handful of items, and most of those items are the collision between state ADU law and the city's own zoning code.
The Sand Section makes it worse. Lots are typically 5,400 sqft, older homes sit on undersized sewer laterals, and Edison service is often 100A on properties west of Sepulveda. None of that changes the state ADU floor. It does change what your plans need to show.
This post is about the code side. Not aesthetics, not finishes. Just the items that get plans corrected before they get approved.
State law is the floor, not the ceiling
Government Code 65852.2 is the state ADU statute. It sets a minimum standard that local ordinances cannot exceed. Manhattan Beach can layer on design standards that do not conflict, but they cannot require a bigger setback, a larger lot, or more parking than the state allows.
That matters because the Manhattan Beach zoning code still has language written before the state overhaul. We have seen plan checkers reach for the older sections out of habit. If you know the state law reference, you cite it in your response letter and the correction goes away.
The most common example is the 4-foot side and rear setback. State ADU law caps the required setback at 4 feet regardless of the underlying zoning. If your zone requires 5 feet, the ADU still gets 4.
Sewer lateral is usually the gating item
Older South Bay homes have 3-inch cast iron sewer laterals. That size is undersized once you add a full ADU kitchen, bath, and laundry to the property. This is not a code correction in the usual sense. It is a capacity finding that shows up during plumbing plan review.
We have had projects where the entire ADU submittal was held until the applicant committed to replacing the lateral from house to city main. If the lateral runs under a driveway or a mature tree, that scope grows fast.
Our approach on Manhattan Beach ADUs is to camera the lateral before we finalize plans. If it needs replacement, we show it on the site plan and price it in from day one. Nobody likes finding out at week 8 of plan check.
Fire sprinklers follow the primary
The state law is clear on this one. If the primary residence has fire sprinklers, the ADU also needs them. If the primary does not, the ADU does not.
The trap in Manhattan Beach is post-2011 primary residences. California adopted the residential sprinkler requirement then, so any Sand Section teardown-rebuild from the last decade almost certainly has NFPA 13D sprinklers. That means the ADU does too.
Sprinklers change the plans. You need a separate sprinkler submittal, a licensed C-16 subcontractor, and enough water pressure at the meter to feed both structures. We check meter pressure early because a booster pump adds cost and a mechanical room the client did not plan for.
Title 24 applies fully to detached ADUs
Title 24 Part 6 is the California energy code. It applies fully to detached ADUs, no reduced-scope option. That means a full energy compliance report, HERS testing at framing and final, and all the mandatory measures.
The items we see corrected on Manhattan Beach ADU energy sheets:
- High-efficacy lighting throughout, including exterior
- Heat pump water heater or ductless mini-split HVAC required in most compliance paths
- PV solar sized to the ADU floor area (small system, but required)
- Envelope insulation values that beat the 2016 code most owners remember
- Duct sealing and HERS verification called out on the plans, not just in the report
The energy consultant fee is a fixed line item. Skipping it and hoping to add it later after a correction letter costs three weeks.
Electrical service capacity
Frequent pitfall we see on the service side: Edison panel capacity. Older Manhattan Beach homes run 100A or 125A main service. A new ADU with an electric kitchen, heat pump HVAC, heat pump water heater, and an EV charger will push a shared 100A panel over its calculated load.
The load calc is required on the electrical plans. If it fails, you upgrade the main to 200A minimum before the ADU gets a green tag. That means an Edison service upgrade, which is its own permit and its own scheduling window.
We run the load calc in-house at the design stage. If a 200A upgrade is needed, we file the Edison paperwork the same week we submit the ADU plans so the two timelines run in parallel.
Height, coverage, and the Hill Section wrinkle
Manhattan Beach has a 30-foot height limit citywide for residential. Detached ADUs are capped lower by state law, 16 feet for a standard detached ADU, or 18 feet if you are within a half mile of transit or matching a two-story primary. The city cannot make you go lower.
Lot coverage is capped at 30% for residential. ADUs count toward coverage, but state law requires the city to allow at least an 800 sqft ADU with 4-foot setbacks even if that pushes you over the local coverage cap. That is a state preemption most owners do not realize they can invoke.
Hill Section design review kicks in above 26 feet. That is almost never a concern for a detached ADU because you are capped at 18 feet anyway. It does matter if you are combining the ADU with a second-story addition to the primary residence.
Realistic timeline
Design through certificate of occupancy runs 16 to 28 weeks on our Manhattan Beach ADU projects. That range covers plan check at 6 to 10 weeks, permit issuance, construction, and inspections. Sprinkler work and Edison upgrades push toward the top of the range.
The projects that finish faster are the ones where we caught the sewer, service, and sprinkler issues before the first plan check submittal. Correction letters are what cost time, not construction. FAQ
Does Manhattan Beach charge school fees on ADUs? No. State law waives school fees on ADUs under 750 sqft, and the city's fee schedule shows the school fee waived per state law. The base ADU permit fee is $2,400.
Can the city require additional parking for my ADU? Not if you are within a half mile of transit, and most of Manhattan Beach qualifies. State ADU law preempts additional parking requirements in those areas. The city cannot add a space just because you added a bedroom in the ADU.
Do I need a geotech report? Usually yes on Sand Section lots. Coastal sand often requires 36-inch or deeper perimeter footings, and any cut over 18 inches is flagged for geotech. Budget the soils report at the design stage.
What if my primary residence has no sprinklers and was built in 1955? Then the ADU does not need sprinklers either. State law ties the ADU sprinkler requirement to the primary. This is one of the cleaner preemptions in the statute.
Can I sell the ADU separately from the main house? AB 1033 (2024) allows ADU condo sale, but only if the city has opted in. Manhattan Beach has not adopted an AB 1033 ordinance as of this writing. Check with the Community Development counter at (310) 802-5500 before you plan around a sale.
