A reroof in Palos Verdes Estates is not a two-week job. Art Jury, plan check, and coastal wind detailing extend the calendar. Here is how the weeks actually break down from first submittal to final inspection.

Homeowners call us in Lunada Bay and Malaga Cove thinking a reroof is a two-week job. In most cities it is. In Palos Verdes Estates it is not, because the city requires Art Jury review for any visible exterior change and a reroof qualifies. Add the peninsula's coastal wind exposure, the WUI fire zone that covers most of the hill, and the plan-check queue at 340 Palos Verdes Dr W, and the calendar looks very different from a South Bay flatland job.

We have been through this cycle enough times to give you honest week-by-week numbers. This post walks the schedule from your first call through final inspection, and flags the specific PV rules that add time. If you are trying to time a reroof around a wet winter or a summer painting window, read this before you sign anything.

Week 0: Site walk and material selection

We start with a roof walk and an attic look. On a 25 to 30 year old tile roof in PV, the tile itself is usually fine. The underlayment and battens are not. Per our field checklist, tile roofs in PV often need full underlayment plus batten replacement at 25 to 30 years even though tile itself is fine, so we plan for tile lift-and-relay rather than a full material swap.

Material selection matters here because Art Jury will judge it. Mediterranean and Spanish architectural compatibility is expected across the city, so a composition shingle on a home that originally had clay tile is going to get pushed back. We narrow the selection to what the Jury will approve before we draw anything.

If you are on a bluff edge in Lunada Bay, we also spec fasteners at this stage. Marine-grade stainless or hot-dipped galvanized fasteners are the standard west of Sepulveda, and even more so on the ocean side of the peninsula.

Weeks 1 to 3: Documents and Art Jury submittal

Art Jury needs elevations, material samples, and a description of the change. For a like-for-like tile reroof this package is small. For a switch to standing-seam metal or a color change, expect a more detailed submittal with product data sheets.

The Art Jury process itself adds four to eight weeks for any visible alteration. That is not a plan-check queue. That is a separate design-review body that meets on its own schedule, and you cannot pull a building permit until they sign off.

The fee for Art Jury review is $650 and is required for visible exterior changes. Budget that as a hard cost separate from the permit fee.

Weeks 4 to 10: Plan check at the Building Department

Once Art Jury signs off, we submit for a building permit. The city lists typical plan check at 8 to 14 weeks, and expedited review is not available. A reroof is a simpler review than a full remodel, so you often land at the shorter end, but do not count on it in busy periods.

The department is at 340 Palos Verdes Dr W and runs Monday through Thursday, 7:30am to 5:30pm. The four-day week is worth remembering when you are trying to reach a plans examiner on a Friday.

Two code items get checked hard on PV reroofs. First, Cal-Fire Chapter 7A Class A assembly is mandatory in fire severity zones, and most of the PV peninsula sits in one. Second, wind uplift design under ASCE 7 requires a higher fastening schedule for Exposure D at the bluff edges. We call these out on the plans up front so the reviewer has no reason to send it back.

Weeks 11 to 13: Tear-off, sheathing, and dry-in

Field work is the shortest part of the calendar. A standard tile lift-and-relay on a typical PV lot runs one to four weeks depending on square footage and complexity.

The biggest schedule risk during tear-off is rotted sheathing. An underlayment-only reroof is not allowed when sheathing is rotted, so a full tear-off plus sheathing replacement adds time. We price this as a line item before we start, not as a change order at week 11 when your patio is full of debris. That is one of the reasons we keep roofing in-house rather than subbing it out.

The other item we catch at tear-off is vent termination height. Many older PV homes have plumbing vents below current code, and a reroof triggers correction. It is a half-day fix if you plan for it, and a week of trade coordination if you do not.

Weeks 13 to 14: Inspections and Art Jury final

Building inspection on a reroof is usually two stops. Nail pattern and underlayment before tile goes back down, then final after cleanup. If you switched materials, Art Jury may do a drive-by verification as well.

Total realistic calendar from first call to final: roughly 13 to 22 weeks. Most of that is paper. The physical work is the smallest slice.

What makes PV different from a flatland reroof

Salt air corrosion is high on peninsula bluffs, and we upgrade fasteners and flashings accordingly. Marine layer fog drip is common in spring and early summer, which pushes exterior paint windows if the reroof is part of a larger exterior refresh. Annual rainfall is only 13.1 inches, so scheduling around the rainy season is manageable if you start planning in late summer.

FAQ

Can I skip Art Jury if my new roof looks identical to the old one? No. The city requires review for visible exterior changes, and a reroof qualifies even when the material is the same. The review is faster when there is no aesthetic change, but you still submit.

Is expedited plan check available for emergency leaks? Expedited review is not available in PV Estates. For active leaks we can pull an emergency tarp and dry-in permit while the full reroof application moves through the normal queue.

Do I need a geotechnical report for a reroof? Not for the roof itself. Geotech is triggered by cut and fill over 50 cubic yards or work in mapped landslide areas, neither of which applies to a reroof.

What if my sheathing is rotted? We price sheathing replacement as a line item before tear-off starts. Our structural assessment is included, so we identify and price sheathing replacement before tear-off, not as a change order after the roof is open.

What is the flat reroof fee for a small roof? The city lists $390 flat for reroofs under 2,500 square feet. Larger roofs are valuation-based. Art Jury review is a separate $650.
