We open the Edison application at the same time as the plan-check submittal.
What the CEC Actually Requires
California follows the California Electrical Code, which is based on NEC 2023 with California amendments. That is the governing document for anything electrical on your property. Any interpretation your handyman gives you that starts with "back when I did this in the 90s" should be verified against the current code.
The pieces that matter most on PVE remodels:
- CEC Article 230 — service entrance requirements. 200A is standard for new construction; 400A on larger custom homes.
- CEC Article 220 — load calculations. The main breaker rating is not the same as available capacity.
- Title 24 Part 6 §150.0 — mandatory EV-ready provisions for new residential.
- GFCI and AFCI breakers per CEC for kitchens, baths, garages, bedrooms, and outdoor circuits.
The load calc under Article 220 is the number that governs. We have walked into houses with a 200A main where the actual calculated load already sits at 180A before the owner's new circuits. Adding a 50A EV charger to that is not code compliant, even though the breaker slot is open.
Panel Upgrades: What Triggers One
A panel upgrade is usually triggered by one of three things. The existing panel is undersized for the calculated load. The panel is a discontinued brand that no longer accepts replacement breakers. Or the service equipment is corroded, damaged, or no longer to code.
On the peninsula bluffs, corrosion is a real factor. Salt air eats service equipment faster than inland exposures. We spec Galvalume and 316 stainless for coastal exposures because the standard hardware does not hold up.
The city fee for an electrical panel upgrade is listed at $240 plus inspection. That is the permit side only. Edison charges separately, and if trenching or a new service drop is required, that adds cost and time.
The Art Jury Wildcard
This one catches out-of-town electricians every time. Palos Verdes Estates has a city-wide Art Jury review for any exterior change. That includes a surface-mounted meter panel, a new EV charger on the front garage wall, or a service mast repositioned on a visible elevation.
Art Jury review adds 4 to 8 weeks and costs $650 for visible exterior changes. If we can locate the new equipment on a side or rear elevation not visible from the street, we can often avoid it. If we cannot, we plan for it up front rather than getting blindsided at inspection.
Older Homes: Knob-and-Tube and Aluminum Branch Wiring
A lot of the pre-1970 housing in Valmonte and Malaga Cove still has surprises inside the walls. Knob-and-tube in the older sections. Aluminum branch-circuit wiring in the 1960s and early 1970s stock. Both trigger insurance and inspection issues the moment you open a wall for a remodel.
When we run into aluminum branch circuits, we do not just splice copper on. Aluminum-to-copper connections require listed AlumiConn or COPALUM connectors. If the scope justifies it, a whole-house rewire is often the cleaner answer than pigtailing every device.
EV Chargers: Do the Load Calc First
Every week, someone asks how fast we can install a Level 2 charger. The honest answer starts with a load calc. A 40A or 50A 240V circuit for a Level 2 charger is a real load, and adding it to a panel that is already near capacity is not something we will do.
If the panel has room, a straightforward Level 2 install can be permitted, wired, and inspected in a couple of weeks. If a service upgrade is needed first, you are looking at the full Edison timeline. This is why we say "check the panel first" instead of quoting an install date.
