New Build Permits in Rancho Palos Verdes: Reality Check

A working contractor's walk-through of what a new residential build permit takes in Rancho Palos Verdes, from geotech and Neighborhood Compatibility to Transtech plan review and view preservation.

Rancho Palos Verdes is not a normal permit town. The peninsula sits on active landslide geology, the city has a voter-passed view-preservation ordinance, and every new residence gets a Neighborhood Compatibility review before a shovel moves. We build here, and we tell every new-build client the same thing on the first call: the permit path is longer and more evidence-heavy than the flat cities down the hill.

If you are planning a new build this cycle and hoping to run AC and insulation upgrades before peak heat, understand that the front-end paperwork is where the schedule lives or dies. A summer certificate of occupancy on a hillside lot means you were submitting geotech and site plans the prior winter. This post walks through what actually happens between the first sketch and permit issuance in RPV.

Start with the soils report, not the floor plan

Everywhere in the South Bay we say the soils report matters. In RPV it is the gating item. Portions of the city sit inside a mapped landslide regulation area where "new residential construction is prohibited, and the Portuguese Bend complex has been moving measurably."

The August 19, 2025 ordinance sharpened this. Under the current rules, "new residential construction is prohibited in the covered zones, including home additions." Property owners in the covered zones are limited to replacing, restoring, and repairing development within its existing footprint.

Before we draw a single elevation, we pull the parcel against the covered zones map. The covered zones are Portuguese Bend, Zone 2 Monks Lots, and Zone 2 Non-Monks Lots. The 2025 ordinance also expanded boundaries to eight additional properties, seven in Seaview and one in the Portuguese Bend Beach Club.

If a parcel falls inside, there is an exclusion process, but it is not a checkbox. It is "subject to strict submittal criteria and findings including a safety threshold." Budget months for that path, and budget for a geotechnical engineer who has worked RPV before.

Neighborhood Compatibility is a real review

Every new residence in RPV goes through Neighborhood Compatibility analysis under RPVMC 17.02.030.B before a grading or building permit issues. It is not a design suggestion. Planning looks at bulk, mass, articulation, setbacks, and how the proposed home reads against the twenty nearest homes on the street.

The lesson from projects like our Palos Verdes build is simple. Design to the neighborhood on day one. We photograph the block, measure ridge heights, note roof pitches, and hand that packet to the architect before schematic design closes.

If you skip that step and design a maxed-out box, planning will send you back. That is not a two-week correction. It is a redesign.

View preservation and the 16-foot line

Proposition M passed in 1989 and is codified at RPVMC 17.02.040. The rule that matters for design intent: "structures below 16 ft do not block a protected view." Above that, you are in Height Variation Permit territory.

The by-right envelope is a 16-foot height limit for single-family residential. Anything taller triggers a Height Variation Permit, notice to neighbors, and a defensible view analysis. That process adds real months.

We have designed plenty of RPV homes to sit under 16 feet on the uphill side while stepping down the slope to get volume on the view side. It takes early coordination between architect, surveyor, and structural. Trying to bolt height variation on late in design costs schedule.

Plan check runs through Transtech

RPV does not review plans in-house. "Plan review is performed by Transtech, a third-party plan check service, with corrections and approvals sent by email." That changes how you communicate. There is no counter chat with the plan reviewer. Everything is documented.

The published timelines: "First plan check submittal takes up to 10 business days once the project status is accepted; subsequent submittals and revisions take up to 5 business days." The building department lists typical plan check at 2 to 4 weeks, which is realistic for a clean, code-compliant single-family set.

That word "clean" is doing work. A messy first submittal produces a long correction list, and each round is another 5 business days. We aim to close plan check in two rounds. Three is common. Five or six happens when the design was not coordinated across disciplines.

Submittal goes through the city portal at rpvca.gov/plancheck. Questions go to buildingsafety@rpvca.gov. The counter itself is at 30940 Hawthorne Blvd and the number is (310) 544-5280. Building hours are Mon through Thu 7:30am to 5:30pm and Fri 7:30am to 4:30pm, closed noon to 1pm daily.

Title 24, HVAC, and beating the summer heat

If your motivation is a comfortable home before the next hot stretch, the mechanical and envelope decisions belong in schematic design. The California Residential Code and Title 24 Part 6 govern the envelope and HVAC sizing. Getting AC and insulation right is a Title 24 exercise, not an afterthought.

One frequent pitfall we see on new builds is that "Title 24 envelope calcs must be coordinated with HVAC design at framing stage, not afterthought." Ducting routes, condenser locations, and insulation depths all interact with framing. Fix them on paper before the framer starts.

For coastal-facing RPV lots, we spec assemblies that survive the salt air. Galvalume and 316 stainless on exposed connections, marine-grade fasteners, and stucco or Hardie systems detailed for the marine layer. The city notes salt-air corrosion is high on the seaward slopes.

Utility lead times will bite you

The other schedule killer on a new build is Southern California Edison. We tell every client the same number: "Edison service upgrade lead times — single-family panel upgrades often 8–14 weeks from utility application to energization." That application goes in early, not after framing.

Sewer or septic capacity is the second utility item to check. Older RPV parcels can require lateral replacement, and hillside lots occasionally need a grinder pump. Neither is a surprise you want at rough plumbing inspection.

Water pressure and fire flow can also change your sprinkler design under the CRC. Chase these numbers during design development.

What the full sequence looks like

For a typical RPV new build on a legal, non-landslide parcel, the sequence is: geotech, survey, Neighborhood Compatibility submittal, planning approval, then building plan check through Transtech, then permit issuance. Grading permits pull separately.

Our published new-build timeline range is 40 to 78 weeks from contract to certificate of occupancy. RPV projects live in the upper half of that range because of the front-end review load, not because construction takes longer. A cleaner smaller build like Cabrillo Bungalows in San Pedro shows what a tighter footprint and simpler review path can produce.

FAQ
