Electrical Permits in Los Angeles: LADBS Counter Notes

Notes from the LADBS counter on electrical permits — Express Permits, plan check triggers, Edison lead times, and the code sections that decide whether your service can carry the load you want to add.

Los Angeles is not one permitting environment. It is dozens of neighborhoods sharing one department. We pull electrical permits from Wilmington to Westchester to the Downtown Arts District, and the counter reality shifts with the address. LADBS is the permitting authority for every LA city neighborhood, including Harbor City, San Pedro and Wilmington. Those are not standalone jurisdictions.

The rules under the permit are the California Electrical Code, based on NEC 2023 with California amendments. What changes block to block is the community plan, the specific plan, whether you sit in a Historic Preservation Overlay Zone, and whether you are inside the Coastal Zone. This post walks through how we scope electrical permits at LADBS, when Express Permits work, when they do not, and where Edison timing eats your schedule.

Express Permit or Plan Check

LADBS runs an Express Permit path for simple scopes with no plan check required. These are issued readily, including online. Panel-in-kind swaps at the same amperage, straight receptacle and circuit additions, and equipment replacements often qualify. We use it constantly for small remodels where nothing about the service is changing.

Once you cross into a service upgrade, a new subpanel, a large load addition, or anything that touches the service entrance, you are in plan check. The trigger is not always obvious at the counter. Adding a Level 2 EV charger to a house with a 100A panel is a good example — the charger itself is a circuit, but the load calc under CEC Article 220 usually forces a service upgrade before the permit will issue.

The Load Calc Is the Real Permit

The main service breaker rating is not the same as available capacity. The load calc per CEC Article 220 is the governing number. We see this weekly on remodel scopes.

Older homes with a 100A panel often cannot support an added EV charger, a heat pump, and an electric kitchen without an upgrade. Owners assume that because the main breaker has not tripped, there is room. The calculation says otherwise, and the plan checker will run the numbers.

If the calc pushes you past your service size, you are looking at CEC Article 230 for a new service entrance. 200A is typical for new residential construction. 400A shows up on larger custom homes.

Edison Is the Long Pole

The permit is not the schedule driver on a service upgrade. Edison is. Application to energization commonly runs 8 to 14 weeks. We start the Edison coordination the same week we start the permit application, not after.

Edison Rule 16 sets the service upgrade triggers, transformer capacity, and coordination for service drops and underground feeds. If a transformer needs to be resized or a section of the service lateral has to be replaced, the timeline extends. On our commercial work at Innercity Arts and Toy Lofts we scheduled the utility coordination against the framing sequence, not the finish sequence, because that is where the risk actually lives.

For homeowners planning around a move-in date, the honest answer is that the electrical permit itself is often the fast part. LADBS does not publish a standard plan check duration. Plans are reviewed and returned within weeks depending on workload.

Coastal Zone and Overlay Wrinkles

Coastal Zone neighborhoods require a Coastal Development Permit under LAMC Chapter 1A Section 13B.9.1. This shows up in Venice, Playa del Rey, and parts of the San Pedro coastline. A pure interior electrical scope may not trigger it, but a service upgrade with a new exterior panel location or a rooftop solar tie-in often does.

Historic Preservation Overlay Zones are the other frequent surprise. If your address is in an HPOZ, exterior-visible changes route through a separate review. A new meter pedestal on a street-facing wall is exterior-visible. We check the zoning before we quote the schedule.

Community plans and specific plans vary block to block. The counter staff at the Development Services Center will flag them, but if you are budgeting time, assume any address in Venice, San Pedro, Harbor City, Wilmington, or a designated historic district has at least one extra review step.

Where the Counter Is

The nearest LADBS Development Services Center to the South Bay is at 638 S. Beacon St, Room 276, San Pedro CA 90731. Hours vary by office. The San Pedro location serving the Harbor area is open Tuesday and Thursday, 7:30am to 12:00pm and 1:00pm to 4:00pm.

We plan counter trips against those windows. Showing up Wednesday afternoon and finding the office closed costs a day. If the scope needs to move faster, LADBS expedited plan check is available for 50% more of the plan check fee. On tight schedules it is worth the money.

What Trips Up Remodels

Pre-1970 homes carry two recurring issues. Knob-and-tube and aluminum branch-circuit wiring trigger insurance and inspection issues during remodels. We flag both at the walkthrough, not during framing.

The other frequent pitfall is materials. Square D QO and Eaton CH panels are the most common South Bay residential panels and are readily supported. GFCI and AFCI breakers per CEC are required for kitchens, baths, garages, bedrooms, and outdoors. Skipping the AFCI on a bedroom circuit is a rough-inspection failure every time.

EV charger circuits are typically 40A or 50A 240V for Level 2. Title 24 Part 6 §150.0 requires one EV-ready space per dwelling for new residential. New construction budgets need to include this from day one, not as a change order.

FAQ

Do I need a permit to replace a light switch or outlet? A single like-for-like device replacement generally does not. Anything beyond that requires a permit. We do not provide DIY rewiring guidance.

Can I install an EV charger without upgrading my panel? Sometimes. It depends on the load calc under CEC Article 220. On a 100A service with electric appliances already present, usually not.

How long does an electrical permit take at LADBS? Express Permits can be same-day online. Plan check is measured in weeks and depends on LADBS workload. Add 8 to 14 weeks for Edison if a service upgrade is involved.

Is expedited plan check worth it? On a schedule-driven project, yes. Expedited plan check is available for 50% more of the plan check fee, and it reliably compresses the LADBS side of the timeline.

Does my Venice or San Pedro address need a Coastal Development Permit for an electrical scope? If the work is inside the Coastal Zone and includes any exterior change, likely yes. Interior-only device work usually does not trigger it, but confirm before you file.
