El Segundo is a small city with a specific permit rhythm. The Building and Safety counter sits at 350 Main Street, and the workflow is not the same as Manhattan Beach or Hermosa. Applications go by email to permits@elsegundo.org at least two days before a counter review, and the inspection line is separate from the permit desk. We have walked ADU packages through that office and the process is orderly if you show up with a complete set.
This post covers what an ADU submittal looks like from a contractor's chair. We will hit intake, plan check timing, the state ADU law overlay, the dune-sand soil question, and the sewer lateral issue that tends to bite older lots. If you own a lot west of Sepulveda or in one of the R-1 pockets nearby, the sequence below is what to expect.
Intake at 350 Main Street
The city runs an email-first intake. You send the drawings and forms to permits@elsegundo.org and give it at least two days before you expect a counter review. That means the appointment is really a review of a package already in queue, not a walk-in submittal.
Counter hours are not published online. Call (310) 524-2380 before you drive over. For inspections later in the job, the line is (310) 524-2379 — different desk, different staff.
The building department page lives on the city site under Community Development. Bookmark it. The forms and handouts get updated, and using last year's checklist is a good way to get bounced.
Plan check timing
El Segundo publishes two tracks. Regular Plan Check is "completed in one to four weeks depending on scope, timed from the date plan review fees are paid." Accelerated Plan Check targets "completion within 7 working days from the date plan review fees are paid."
Two things matter in that language. First, the clock starts at fee payment, not at submittal. Get the fees paid the same day the invoice hits. Second, the four-week upper bound is honest — an ADU with a new panel, a new sewer lateral, and Title 24 calcs will sit at the longer end.
We usually plan for the full four weeks on a detached ADU. If the schedule is tight, the accelerated track is available and worth pricing. Either way, plan check is one leg of a longer race. Overall ADU timelines run 16 to 28 weeks from contract to final on our jobs.
What state law forces onto the local process
California ADU law sets a floor that El Segundo cannot go below. The controlling statute is Gov Code 65852.2, which says local ordinances cannot impose stricter standards than the state floor. That preempts a lot of the setback and parking arguments that used to happen at the counter.
A few state-driven items to keep on the checklist:
- Setback from existing structure of at least 4 feet, regardless of local zoning.
- Title 24 Part 6 energy compliance applies fully to detached ADUs.
- If the primary residence has fire sprinklers, the ADU requires them too.
- AB 1033 (2024) allows ADU sale as a condo separately from the primary, which changes how some owners structure the project up front.
The condo-sale option is newer and most cities are still writing the local implementation. If you plan to sell the ADU separately, raise it at the first meeting, not at framing inspection.
Dune sand and the soils question
El Segundo sits on the historic El Segundo dune field. Coastal dune sand runs across much of the city. That is not a disaster for an ADU foundation, but it changes the conversation.
For a slab-on-grade ADU with a modest footprint, a standard footing detail usually works. For anything with a meaningful cut, a stepped foundation, or an addition tying into an existing structure on questionable soil, a geotechnical report is worth pricing at the start. We would rather spend a few weeks on a soils letter than argue with a plan checker about bearing capacity in month three.
The other soil-adjacent issue is drainage. Sand drains fast, but the city still wants a site drainage plan, and downspout routing gets flagged if it dumps toward a neighbor's setback.
The sewer lateral trap
This is the pitfall that catches more South Bay ADU projects than any other. Older homes have three-inch cast iron sewer laterals that are undersized for added fixtures. Add an ADU kitchen and a bathroom to a lateral that was marginal for the main house and you have a capacity problem.
We check the lateral early. Camera the line before design is locked. If it needs to be upsized to four-inch, that scope belongs on the drawings, not on a change order in month four. On our South Redondo Triplex project, sewer capacity drove several design decisions early — same logic applies to a single ADU behind a 1950s bungalow in El Segundo.
The Edison panel is the other utility question. A new all-electric ADU with a heat pump and an induction range often pushes the main service to 200 amps. Confirm existing panel capacity before you commit to an all-electric design.
R-1 zoning still shapes the envelope
State ADU law sets minimums, but local R-1 rules still govern the parts state law does not preempt. In El Segundo R-1 that means a 26-foot height limit for a flat roof (two stories), 32 feet for a pitched roof. Front setback is 22 feet minimum. Side yards are measured at 10 percent of lot width, never less than 3 feet.
Typical lot size in El Segundo is 5,000 square feet. On that size lot with those setbacks, a detached ADU in the rear yard is often the cleanest path. A JADU carved out of the existing house is the other common approach, and it avoids the setback discussion entirely.
If your project sits inside the Smoky Hollow area, different rules apply — the Smoky Hollow Specific Plan governs those districts. That is a commercial and creative-office overlay, not an R-1 ADU context, but worth flagging.
