Harbor City is not its own city. It is a neighborhood of the City of Los Angeles, and every roof permit here runs through LADBS. That trips up owners who assume the process looks like Torrance or Lomita next door. It does not.
The nearest counter is the San Pedro Development Services Center at 638 S. Beacon St, Room 276. That office is open Tuesday and Thursday only, 7:30am to noon and 1:00pm to 4:00pm. We build our submittal week around those two days. If you miss Thursday afternoon, you are waiting until Tuesday morning to walk anything in.
We also write this ahead of Santa-Ana season on purpose. Every fall we do a pre-Santa-Ana roof check on our clients' homes before the first wind event pushes debris under loose tile or lifts a shingle field. If your roof is due, permit it in summer. Do not chase it in October.
Reroof vs. Express Permit
Most straightforward reroofs in Harbor City qualify for an LADBS Express Permit. Express Permits cover simple scopes with no plan check and are issued readily, including online. A like-for-like composition tear-off, same slope, same sheathing, is the classic case.
The moment the scope grows, Express is off the table. Structural sheathing replacement past a small patch, a material change from tile to composition, added skylights, or any change to the framing kicks you into counter plan check. That is where the Tuesday/Thursday window matters.

What LADBS wants to see
LADBS does not publish a standard plan check duration. Plans are reviewed and returned within weeks depending on workload. We plan for one to four weeks on a normal reroof submittal, longer if the scope touches structure.
The reviewer will check your roof covering classification against CRC R902. Harbor City is not in a Very High Fire Hazard Severity Zone, so Class A is not mandatory city-wide, but we spec Class A composition or tile on every reroof anyway. It is what the market expects and what the manufacturer warranties assume.
Installation details get checked against CRC R905 for the specific material. Asphalt, tile, metal, and single-ply each have their own fastening, underlayment, and flashing requirements. Reviewers know these sections cold. If your plans skip a detail, you get a correction and lose a cycle.
Title 24 Part 6 §110.8 applies to the roof assembly itself. Low-slope roofs must meet aged solar reflectance and thermal emittance thresholds. Steep-slope requirements are relaxed but still apply. If you are going to a cool-roof product, the CRRC listing needs to be in the submittal.
Wind, exposure, and the Santa-Ana question
Harbor City sits inland of the harbor. Exposure is milder than San Pedro or the beach cities. Our climate reference lists corrosion here as low-to-moderate, and the marine layer burns off earlier than on the coast.
That does not mean wind is a non-issue. ASCE 7 governs wind uplift design, and the fastening schedule scales with exposure. We use Exposure C as the working assumption in Harbor City and detail the fastening on the plans so the reviewer does not have to guess.
The pre-Santa-Ana walk is simple. We look at ridge caps, hip caps, field fasteners on the windward slopes, flashing at wall terminations, and any tile that has slipped. Loose field is the biggest tell. If a shingle lifts under a hand test, the adhesive strip has failed and the next 50 mph gust will find it.

Materials we actually spec here
Class A composition is the workhorse. GAF Timberline HDZ and Owens Corning Duration are the two lines we install most often on Harbor City single-family. Both have wind ratings that meet or exceed what Exposure C demands with the proper nailing pattern.
Tile shows up on the older Spanish-style homes and on parcels closer to the Palos Verdes shelf. Concrete and clay tile roofs in this area often need full underlayment and batten replacement at 25 to 30 years even though the tile itself is fine. We salvage and reset tile whenever the profile is still made.
For the small commercial and light-industrial buildings in Harbor Gateway, TPO or PVC single-ply is standard on low-slope. Old gravel-ballast removal is labor-intensive and needs to be scoped honestly up front.
Fastener choice matters less inland than at the beach. We do not require marine-grade stainless in Harbor City the way we do west of Sepulveda. Hot-dipped galvanized is appropriate here.
The pitfalls that eat schedule
Sheathing rot is the number one schedule killer on a reroof. An underlayment-only reroof is not allowed when the sheathing is rotted. Full tear-off plus sheathing replacement adds days and can push you back into plan check if the area is large.

LADBS offers expedited plan check for 50% more of the plan check fee. On a normal reroof, we rarely use it. The base timeline is workable, and the fee bump is real.
