El Segundo is a small city with a small building department, and that shapes how a new-build permit actually moves. The counter is at 350 Main Street, applications go to permits@elsegundo.org at least two days before a counter review, and the plan reviewers are people you will talk to by name before the job is done. West of Sepulveda you are on old dune sand and close enough to the shoreline to care about corrosion. East of Sepulveda you are in the aerospace corridor with different site conditions and, for the Smoky Hollow districts, a different rulebook entirely.
We have run enough South Bay ground-ups to know that the permit is not one event. It is a chain of five or six gated steps, and any of them can stall the whole project if you sequence them wrong. Here is the walkthrough we give owners before we sign a design contract.
The R-1 envelope you are actually designing to
Before drawings start, we pin the envelope. El Segundo R-1 caps height at 26 ft and two stories for a flat roof, 32 ft for a pitched roof. Front setback is 22 ft minimum. Side yards are 10% of lot width and never less than 3 ft.
Floor area ratio is 0.60 overall with a 0.25 FAR cap on the second floor. That second-floor cap is the one that surprises out-of-town architects most often. On a typical 5,000 sq ft lot, the second story is capped at 1,250 sq ft regardless of how you push the massing.
If the parcel is inside the Smoky Hollow Specific Plan boundary, the R-1 numbers do not apply. That plan governs development standards in the Smoky Hollow districts and has its own height, FAR, and use tables. We check the parcel against the specific plan map before we draw anything.
Soils report first, structural plans second
El Segundo sits on the historic El Segundo dune field, and geotechnical review is worth pricing on additions and any meaningful cut. For a full new build we treat the soils report as gating. The structural engineer needs the soil bearing values and any liquefaction or settlement recommendations before foundation design can be finalized.
Running structural in parallel with soils is a false economy. We have seen redesigns from grade-beam-on-piers to conventional footings and back again, and every one of those pivots eats two to three weeks. Order the report, wait for it, then draw the foundation.
Title 24 and Cal-Fire before plan check, not after
Two documents get skipped by first-time owners and cause plan-check comment cycles: the Title 24 energy compliance package and, in mapped fire zones, the Cal-Fire Chapter 7A WUI assembly detailing. Title 24 Part 6 is the 2022 cycle currently in effect, with the 2025 cycle phasing in, and Part 11 CALGreen is a mandatory baseline for all new construction. If HVAC design is not coordinated with the envelope calcs at framing stage, the mechanical engineer ends up sizing to numbers the energy consultant has not signed off on.
We schedule the Title 24 modeling to run alongside the architectural set, not after it. Same for the WUI assembly notes if the parcel is in a mapped severity zone. Getting these into the submittal set the first time is the difference between a two-week plan check and a two-month one.
Plan check: what the timeline actually looks like
El Segundo publishes clear expectations. Regular Plan Check is completed in one to four weeks depending on scope, timed from the date plan review fees are paid. Accelerated Plan Check targets completion within 7 working days from the date plan review fees are paid.
Two things to notice. First, the clock starts when fees are paid, not when the application is submitted. Second, "one to four weeks" is the reviewer's target on a clean set. A messy set with missing Title 24, missing structural calcs, or missing soils gets comments, and each comment cycle resets your position in the queue.
We aim for zero-comment first submittals. We do not always hit it, but the discipline of designing to that standard is why our plan checks land near the one-week end of the range instead of the four-week end.
The Edison service upgrade nobody plans for
The pitfall that catches almost every new build is the SCE service upgrade. Single-family panel upgrades often run 8 to 14 weeks from utility application to energization. If you wait until framing is closed to apply, you will be sitting on a finished house waiting for power.
We file the SCE application at the same time we submit for building plan check. That way the utility clock runs in parallel with construction, not after it. On projects like the South Redondo Triplex we treat the service application as a day-one deliverable, right alongside the demolition permit.
Sewer lateral capacity is the other utility item to check early. Older lots in the west-of-Sepulveda residential blocks may need lateral replacement, and that is a separate permit and a separate excavation.
Inspections and closing out
Once permits issue, inspections run through the El Segundo inspection line at (310) 524-2379. Foundation, framing, rough MEP, insulation, drywall, and final are the standard gates. Add a separate Title 24 verification and, on WUI parcels, a fire assembly inspection.
The CALGreen construction waste management report has to be closed out before final. We track it from day one on the site instead of scrambling at punch list.
